All applications for KCR services must be submitted through HSC. All households will complete a brief intake application followed by an appointment with a KCR Navigator to review available housing options. Of all households participating in the Housing Kitsap Housing Choice Voucher program, 44% include at least one person with a disability. 69% of households with a head of household 61 years or less were headed by a person with a disability. 64% of households headed by someone 62 or older were headed by a person with a disability. Programs Administered and Managed by the Kitsap Housing Authority
Affordable Housing Online is not affiliated with any housing authority or apartment community, and does not manage any affordable housing programs. The availability of both programs and funding is often greatly outmatched by demand. This is especially true in Kitsap County and all of Western Washington.
According to the 2016 Q4 Picture of Subsidized Households database, the housing authority's voucher program has an annual turnover of 4% having issued approximately 80 vouchers in the past year. The average voucher holder has received housing benefits for 9 years and 6 months. According to the 2016 PSH database, persons who were issued a voucher in the preceding 12 months waited an average of 59 months on the waiting list1. Public Housing Agencies operate federally assisted affordable housing programs at local levels on behalf of HUD. HSC offers services to Kitsap County residents who are homeless or at risk of becoming homeless.
KCR’s Temporary Housing is available for families of one or two-parent households with dependent children under 18 years of age. This is a managed program where participants work on employment goals and the obtainment of permanent housing. As an HSC partner, KCR also offers housing services to Kitsap County residents seeking assistance.

Most affordable housing programs determine eligibility based on the percent of AMI a given household's income is. Among the programs that determine eligibility based on the AMI are Section 8, HOME, LIHTC, Section 515, 202 and 811. This is accomplished through a statistic established by the government called the Area Median Income, most often referred to as AMI. Tenants of income based apartments typically pay no more than 30% of their income towards rent and utilities. HSC maintains lists of housing availability for all community partner organizations located in Kitsap County. The average monthly tenant contribution to rent by Housing Kitsap voucher holders in 2016 was $311 and the average monthly HUD expenditure per voucher holder was $677. The average utility allowance across all voucher recipients is $108. 24% of all voucher households were headed by minorities with 10% of all heads of households being Black and -1% being Hispanic. 27% of households included children, 3% of which had two adults in the household. 26% of households with children have a female head of household. On average, Section 8 Housing Choice vouchers pay Kitsap County landlords $700 per month towards rent.
